Bangladesh Cyber Stalking: Reducing impact of Serious, Preventable Criminal Victimization 

It is happening more often.  Foysal Talukdar,29, was arrested for stalking multiple women under the Digital Security Act. Multiple women came forward to report Talukdar who was harrassing and contacting female college students repetitively by text and social media.  

Bangladesh is one of the world's least developed countries and as a result the incident rates of Violence against Women is extremely high. BDNews24 reported that in Bangladesh 73% of female social media users have experienced Cyber Harrassement. Police Hotlines have been flooded with 4,567 calls of CyberCrime Incidents. 

With the extension of social media globalization comes the extension of uncontained Cyber Criminal Stalking, Harrassing, Cyber Bullying of Bangladeshi's looking to force marriage and move from Bangladesh.   Cyber Crime is upsetting no matter where it's victim lives, but when it complexity extends global borders, it is complicated.  Foreign National victims face challenging language and serious barriers making it difficult for a foreign national to report a Bangladeshi Cyber Criminal incident. 





Traditional crimes have a regional address to trace, and the credibility of victim and defendant can be validated.  It takes a bit more effort for someone who does not know their stalker to report the crime to the right police station in a country they do not live, in a language they do not speak,  to route to the right district for reponse, much less resolution.

Cyber Crime should take a global view, as it's impact spans continental boundaries, not just district boundaries.  Its victims are people of all ages, all regions, and differing levels of risk from Cybercriminal bullying, harrassement, stalking, ahd hacking attacks.

2. The agency should be responsive to the request, even if incomplete
3. The language translation is important  
4. Reponse is to explain the process and next steps until the case is managed.

GLOBAL PEACE PRIZE AWARD WINNING CHANGE AGENT,  SADAT RAHMAN

Meet 17 year old Sadat Rahman2020 Kids Rights International Children's Peace Prize  His mission was to stop the destruction of youth at the hands of Cyber bullying. He was inspired to do something that could really make a difference after 15 year old girl committed suicide following a difficult cyber stalking situation.   

The solution was a ambitious and holistic mobile app and a social Internet Safety campaign movement. The technological solution cyber-teens.com  and social wellness programs from Narail Volunteers managed children’s rights, Digital Safety, Digital Literacy and Cyber Crime Case Management.

Sadat Rahman competed against 142 other brilliant nominees from 42 countries. The first results of ‘Cyber Teens’ helped lots of local youth education on Digital Safety, Digital Literacy, the existing law in the country (Digital Security Act of Bangladesh), and Blog/Internet Safety Tips.  

  • About 1,800 teenagers are using the app 

  • Resolved more than 60+ cyber criminal case complaints 

  • Brought 8 cyber criminals to justice through the app


 

He was awarded the prize by distinguished Nobel laureate Malala Yousafzai who praised Rahman's important work as a champion for relief from violence:
"He's calling on young people all over the world to stop cyberbullying and to help peers in their community who suffer from mental and emotional violence. Sadat is a true changemaker"

BANGLADESH NEEDS CYBER CRIME POLICY 

As a International Cyber Harrassment Victim from a Dhaka Bangladeshi harrasser of over 2 years, I feel distinctly qualified in my request that Bangladesh Government, Municipalities, and Villages leverage lessons learned from this simply successful awareness program: 

Meet the victims where they are, and be responsive to case management and clear advise on how to make the harrassment stop before material damage is done.  

Mr Rahman's solutions took a broad view that scales, and addresses technology use, case management, education, and social change.   If his solution for teens could take a national view with policy, technolgy, social wellness working in harmony, that change saves lives.  It would reduce the victims of cybercriminal activity perpetrated against people of all ages, regions, gender and religions.  It would be able to meet Cyber Criminal and manage differing levels of risk from Cybercriminal bullying, harrassement, stalking, ahd hacking attacks.

How to Report Cyber Stalking in Bangladesh:

In Bangladesh, people can send harrassing and malicious mail to different foreign diplomatic Mission and other VIPs it is a serious problem when the cyber stalking victim comes from another country for the police and also for the government to deal with intercontinential language and legal issues. 

Cyber crimes committed against persons include various crimes like transmission of Child-pornography, harassment of any one with the use of a computer such as e-mail. The second category of Cyber-crimes is crimes against all forms of property. These crimes include computer vandalism (destruction of others’ property), transmission of harmful program. The third category of Cyber-crimes relate to Cyber crimes against Government. Cyber terrorism is one distinct kind of crime in this category
